Influence on Supernaturals and Magical Muggles

The Accord exists to protect each group from muggle discovery.
Its primary role is the promise to keep each others secrets.
Addendums exist both protecting Wizarding children from being preyed upon and to try and curb conflicts between various groups and species.

Affects on The Magical World

The arbitrary killing of Vampires had been illegal long before the Accord was signed, as per Paragraph twelve of the Guidelines for the Treatment of Non-Wizard Part-Humans amd while the majority of witches and wizards are unaware of the difference between a Garou and an afflicted werewolf, they too had long been protected by Wizarding Law whether they were aware of it or not.

Since the signing of the Accord there have been those who have strongly opposed it, including those from certain powerful families. The refusals on behalf of the Garou and some agencies among other races are often cited as reasons why the Accord is a wasted effort. Some groups with near-death eater views believe that refusal to sign should be met with punishment while others believe that hunting should be reintroduced instead.

Affects on the Vampiric World

It has been agreed between those vampires who signed the Accord, and the Wizarding community, that vampires will not prey upon Wizarding children. Note, not all vampires signed the Accord. The Camarilla and Anarchs did, and sections of the Sabbat, but various Independents and Independent clans did not.
Vampires who have signed are asked to keep a watch out for those who didn't, to protect the Wizarding young.
Wizards are fortunately woefully undereducated on vampire politics.

Affects on Call of Cthulhu Characters

A few larger sects, such as the Church of Starry Wisdom were involved in the signing of the Accord however all groups remain careful to hide their more estoric practises and beliefs from Wizarding kind. While some more open groups like the Society for the Exploration of the Unexplained make use of limited Wizarding resources, the actual cults primarily benefit from Wizarding protection, while knowing that may change if the truth ever came to light. Fortunately, if there is one thing the cults know how to do, it is keeping their secrets hidden.

Certain large sects which have not signed are under observation by the Wizarding community, though they rank low on priority lists.
Newly formed sects that garner attention will be contacted and asked to sign the Accord. Lone individuals will not be contacted unless they gather truly significant power.

Affects on Werewolves

The Garou have caused some upset among supernatural groups by resisting the Accord. It was a Child of Gaia who originally signed on behalf of his kind in 2010 though the reality is most packs and individuals strongly resist large factors.

  • Bringers of Eternal Peace (Children of Gaia)
  • Bringers of Light (Shadow Lords)
  • Society of the Bitter Frost (Uktena)

(These groups are considered Wyrm Tainted.)

Mutually Agreed Consequences for breaking The Accord

  • Ministry Officials will Assess damage done to the Mortal/Muggle World.
  • Minor Infractions (Warning - Dealt with within own society)
    • Killing a member of another Accord signed group without drawing attention (it should be noted that nothing in the Accord prevents the other group seeking their own private justice with the same consequences, wizardingkind especially investigate the deaths of any witch or wizard).
  • Major Infractions (Arrest - Ministry directly involved)
    • Blatently killing a member of another Accord signed group.
    • Attacking the leader of an Accord signed group.
    • Feeding or harming Wizarding children.
  • Severe Infractions (Final Death/Execution - rarely to be used)
    • Actions which seriously risk exposure of a supernatural culture.

Ongoing Situation for non-Signatories

Since Wizarding goverments are so widely spread and influencial, they have long had their eyes on even secretive events all over.

Clause 73 of the International Statute of Wizarding Secrecy (added in 1750) states that "Each wizarding governing body will be responsible for the concealment, care and control of all magical beasts, beings, and spirits dwelling within its territory's borders. Should any such creature cause harm to, or draw the notice of, the Muggle community, that nation's wizarding governing body will be subject to discipline by the International Confederation of Wizards."

The result of this is that wizards have been involving themselves in others affairs for more than two-hundred and fifty years prior to the signing of the Accord. Theories exist suggesting that many of the races and groups that have signed did so only to have some say in that matter and to benefit from Wizarding protection, since it was impossible to avoid intervention in any case.
